Merely human [Action]
The warehouse from the outside looked just like any other along Venture City's harbor. Within, it was as surreal nightmare of technology. Surgery tables, industrial machinery, devices of incomprehensible purpose, and more filled it from wall to wall, leaving only limited narrow pathways through which one might walk. And it was through one of these that Viktor now paced, angrily.
They had laughed at him! He had offered them immortality, he had offered them the power of a god! He had asked for nothing in return and it had been thrown back in his face with mocking laughter! How dare they! They needed to be punished, nay, destroyed! In a fit of rage, Viktor slammed his fist into the slide of an industrial strength metal lathe and let out of a shout of frustration.
His henchmen, who had been passing the time playing cards, froze in surprise. No one said anything for several seconds that felt like an eternity. Eventually Viktor managed to unclench his fist and stared in vague interest at his own bloody knuckles. "These are the thoughts of a mere man, still bound by the instincts and rage of a wild animal. I am still too human."
Viktor turned slowly to the surgery table. No, they would not be punished. That was the beast snarling. They would be taught. Taught of the weakness of flesh, and then when they saw the truth, reinvented!
He spoke to the few cyborgs who had accepted his vision and followed in his footsteps without looking at them as he started walking towards the table. "We have much to do, my brothers. They think they can refused to learn, but I shall teach them even so. If they are blind, we must open their eyes ourselves."
...Over the next week or so, there is a minor crime wave, as half machine criminals appear at night to raid various research labs and industrial factories. They seem to be going for specific parts: atmospheric filtration units, armor plating, high power electrical generators, and other more esoteric bits of machinery. Someone has a very strange shopping list.
Viktor himself can sometimes be found on these raids, but even when not present any would be heroes will find those who have submitted to the glorious evolution to not be easy foes.

However in those few seconds, Viktor had closed the distance between them and pointed his staff at Mir's face, having guessed her to be the leader. The head of the staff held some form of energy in a containment field. His third arm had an open palm pointed at Lori, revealing the aperture to the beam he had been using to cut open the door. He didn't immediately do anything to either of them, though.
"The Glorious Evolution cannot be stopped, and so I must not be stopped. I would hate to harm you, but that doesn't mean I won't."

"A standstill. If you move off of either of us to retrieve the rods, you give at least one of us the opportunity to strike. And that's if you've correctly guessed our abilities. If either of us moves, you open fire, with potentially damaging results. Again, we require just two of the rods from the stock in this building. There is no reason to waste our respective time - time that could be spent progressing on your larger scheme - in combat."

The containment field began to warp. It twisted like taffy being pulled, and bright flare spots appeared as it thinned almost enough for whatever was inside to punch through. But Mir didn't rupture it just yet.

Then the containment field snapped. Behind his mask, Viktor's face paled. "You FOOL!"
A black orb of nothing rose, vibrating wildly, filling the hallway with arcs of lightning that caused what they struck to simply vanish. One of Viktor's goons was disintegrated completely, leaving not even a black mark on the floor to show he'd ever been there. Viktor snapped at a button on his belt that brought up an unstable looking forcefield and started frantically pressing buttons on his staff, trying to re-establish the containment field before the chaos storm vaporized them all.

"Target sighted," she declared aloud, jumping through the door and taking cover. If she acquired the target control rods while Viktor was distracted, Dva and Mir could escape easily enough.

Nonetheless, she could throw up a shield of her own and shuffle to the side while covering Dva, giving her the chance to sprint over to the door and help get those two rods they need.

"Obliterate them, Chaos Storm!" he shouted, and swung his staff at Mir, swinging the still raging anomaly at her torso like a giant flail.

As Viktor swung the staff, Lori realized that letting Viktor lose control of that effect was suicide... But keeping him from having total control was their ticket out of here. As a result, she raised a hand, and launched the next shockwave at one foot, hoping to make him slip, and thus have to concentrate on keeping the staff controlled for a few more seconds.

And when Lori wound up her shockwave, Mir gathered one of her own, directed at the other foot, aiming to catch Viktor up and maybe even trip him.

She tried to sprint like Lori-but her muscles still weren't up to the strain, and her brain hadn't figured out how to run without the occasional stumble again after decades out of practice. Mir took a tumble, as yet another bolt lashed against her shield.

The control rods took most of the blast, doing what they were supposed to and absorbing huge amounts of energy, but they were still all of the sudden uncomfortably warm.

She moved for Mir, raising a hand and firing a paired wave towards Mir to give her a burst of energy - hopefully enough to get her up so Lori could help her escape, and then retrieve the remaining rods.
Defeating Viktor was likely out of the question at the immediate moment, unfortunately.

And wrapped her shield around him. Now he was the one protected-but it would still turn hist attacks from the inside just as well as the outside.
Climbing back to her feet, Mir took a moment to indulge in a little sneer. Her smuggness was almost palpable.

She had still bought a few more seconds, though. It was time to choose: escape with what she can, or stay to grab more, but risk further fighting?

DAMN them, he'd have to make do one cooling rod short. Hopefully his design to withstand the stress.
