Merely human [Action]
The warehouse from the outside looked just like any other along Venture City's harbor. Within, it was as surreal nightmare of technology. Surgery tables, industrial machinery, devices of incomprehensible purpose, and more filled it from wall to wall, leaving only limited narrow pathways through which one might walk. And it was through one of these that Viktor now paced, angrily.
They had laughed at him! He had offered them immortality, he had offered them the power of a god! He had asked for nothing in return and it had been thrown back in his face with mocking laughter! How dare they! They needed to be punished, nay, destroyed! In a fit of rage, Viktor slammed his fist into the slide of an industrial strength metal lathe and let out of a shout of frustration.
His henchmen, who had been passing the time playing cards, froze in surprise. No one said anything for several seconds that felt like an eternity. Eventually Viktor managed to unclench his fist and stared in vague interest at his own bloody knuckles. "These are the thoughts of a mere man, still bound by the instincts and rage of a wild animal. I am still too human."
Viktor turned slowly to the surgery table. No, they would not be punished. That was the beast snarling. They would be taught. Taught of the weakness of flesh, and then when they saw the truth, reinvented!
He spoke to the few cyborgs who had accepted his vision and followed in his footsteps without looking at them as he started walking towards the table. "We have much to do, my brothers. They think they can refused to learn, but I shall teach them even so. If they are blind, we must open their eyes ourselves."
...Over the next week or so, there is a minor crime wave, as half machine criminals appear at night to raid various research labs and industrial factories. They seem to be going for specific parts: atmospheric filtration units, armor plating, high power electrical generators, and other more esoteric bits of machinery. Someone has a very strange shopping list.
Viktor himself can sometimes be found on these raids, but even when not present any would be heroes will find those who have submitted to the glorious evolution to not be easy foes.

The interior of the building was cavernous, but poorly lit cluttered with machinery and equipment, including what looked like the framework for some kind of blimp or dirigible coming together in the darkness. By far the brightest light seemed to be coming from an arc welder somewhere in the middle of the warehouse. The cyborg led the way towards it.
"It was a piece of cake, Herald. I got all the parts you asked for, AND I may have found us a new ally!"
She was speaking to an imposing figure hunched over a work table who appeared to be welding something on to his own arm.

"Hey," She said, her voice somewhat grim. "Fists." She stated firmly, her gun forming into her fists now. She figured it would be more wise if she had her weapon in a form that wouldn't be stolen. Plus if they tried to jump on her, well, advantage.

"Adding new people to the cause at THIS stage in the operation? I admire your enthusiasm, but not your good sense."
He gave Sparks a thorough look, but said nothing to him right away.

Or you could be Sparks and just rush the leader headlong with a power fist after screaming "ARMOR! FISTS! STOMPERS!" She stomped over towards him and took a flying leap over at him with a big fist. She did send one foot over to kick the person who brought her here in the face.
Of course yelling your moves and rushing across a space straight was a good way to get hurt but hey.

Viktor didn't look terribly surprised, though. He stood up and dodged aside as the robot came down on his chair, utterly destroying it. In the same motion, he stuck some kind of device he had palmed while they were talking onto Sparks' chest. It stuck there promptly, and Sparks' power levels started dropping.

"Well, that's enough trying to be sneaky for the rest of my life," Spark stated.

"Next time you decide to bring someone back to our base, make sure they're not wearing an Omegawatch!" Viktor said, his voice rising to a shout as he berated his henchmen.
Before the device shorted out, he pulled his staff off his workbench and used it to swipe Sparks' legs out from under him. By the time power started returning, the robot found a glowing mass of exotic energy held in a containment field inches from its face.
Maybe if we didn't plan this out before. Fine here!
Zapps merely was annoyed. Though given everything, the suit's armor should hold while under automatic recharge now. And if he was like any of the villains they knew, they probably would be jailed by the villain than an attempt made on their lives. "Of course if you stop trying to steal stuff, I could teach you how to make your own minions instead of these chumps," She said, in a condescending way.

Smart enough to not rise to their taunts, but not so smart as to dispose of them on the spot.
"Put it in the containment cell. When I have time, I'll take it apart to see how it works myself."

That was about all she had to say for now, containment cell would be fine. Let the energy recharge and bust out later.
